To conduct a non-profit incorporated association of municipal employees and others exclusively for charitable and educational purposes within the meaning of section 501 (c) (3) of the internal revenue code of 1954, as from time to time amended, or successor provision, and within the meaning of m.G.L c. 180, s.4, as amended including, without limiting:(a) to maintain a fund for the purpose of awarding scholarships to needy students.(b) to provide for the encouragement of education and promotion of higher educational standards in barnstable county, dukes county, and nantucket county.(c) to administer the operations of the corporation within the guidelines established by the comm. of mass department of education as it pertains to elementry, middle and high school standards.(d) to solicit contributions from other organizations, individuals, and governmental bodies, and to engage generally in fundraising activities to support the corporation's purposes.
