Ensure that children who reside in counties served are ready to start school. To reach these ends, the foremost responsibility of ReadyStart shall be to ensure that 1. children with developmental delays or disabilities, from birth to age three, receive available support and services and families and caregivers of these children are aware of and utilize available support and services. 2. Families and caregivers possess the skills and tools to provide all children, from birth to age five, with a nurturing environment that is conducive to learning. 3. The communities in all counties served by ReadyStart will understand the developmental, health and safety needs of children from birth to age five and members of these communities are aware of the actions they can take to prevent or mitigate the impact of actions that hinder early social-emotional development.
