The organization was formed approximately 25 years ago to reduce animal overpopulation in rural montana, centered in park county/city of livingston. park county is located at the northeast entrance to yellowstone national park. the area is primarily rural and economically disadvantaged, based primarily in ranching, farming and tourism industries. many low income pet owners are unable to provide proper neutering or vaccination services for their pets, and since a large majority of pets in this area are free- roaming, many of these companion animals end up reproducing or getting sick from easily preventable diseases. the organization seeks to address these issues in three key ways. the first is through the clinic program, where low cost or free neutering is performed with paid veterinarians and many community volunteers at community facilities (such as the fairgrounds or civic center). the second is the shuttle program, whereby volunteers transport the animals to actual veterinary facili
