The organization was established under a collective bargaining agreement between lucent technologies and the international brotherhood of electrical workers (em-3) for the sole purpose of providing training and educational opportunities to lucent technologies employees, who are represented by system council em-3, to enhance their occupational skills. The organization will cause these represented members to become better educated and trained at the members (individual members)election. This training and education will cause the employees to become more valuable to lucent technologies or, in the event of layoffs, etc, better equipped to provide for themselves outside the employ of lucent technologies. The organization will not grant credits or offer degrees through its training and education.
