To engage in activities, programs and operations exclusively for the education, training and development of persons with special educational needs, such as, but not limited to, the mentally retarded, mentally ill and physically handicapped, for work or work-related purposes. Although the focus of such education, training and development shall be for work or work-related purposes, it may include such additional or incidental purposes as shall be helpful to the primary objective of education and training of the handicapped toward normalization.No part of the net earnings of the Corporation shall inure to the benefit of any private member, trustee, individual or other person having a personal or private interest in the activities of the organization; but this shall not prohibit payment of or commitment for reasonable compensation, presently or by deferral, for services rendered.No substantial part of the activities of the Corporation shall be for carrying on propaganda or otherwise attemp
