Clinicalconnect hie ein: 27-4585032 fy ending june 30, 2024 form 990, part iii, statement of program service accomplishments clinicalconnect hie (clinicalconnect) is organized and operated exclusively for charitable, scientific, and educational purposes within the meaning of section 501(c)(3) of the internal revenue code. it is a non-profit entity incorporated in the state of pennsylvania. its member organizations consist of eleven hospital or hospital affiliate organizations that are recognized as exempt from federal income tax under section 501(a) of the internal revenue code as organizations described in section 501(c)(3). clinicalconnect hie is western pennsylvania's health information exchange (hie). it was formed to help deliver better patient care throughout the nation by creating a unique network of electronic medical records that securely connects clinicians with patients' vital medical information whenever it is needed. providers now have quick access to a patient's medical information, such as allergies, medications, lab results, past hospitalizations, and other vital information important to clinical decisions and patient care. clinicalconnect hie reduces the time needed to access patient records and controls by reducing duplicative services. clinicalconnect's charitable mission is to develop, implement, and operate a health information exchange ("hie") to achieve the following: (i) to enable the exchange of clinical health care information among members and other participants or authorized users in western pennsylvania and elsewhere; (ii) to improve the quality and efficiency of health care by improving the timeliness of decisions about patient care and integrating information from various sources; (iii) to improve the ability to coordinate and make strategic decisions by facilitating the integration of health care related information, and (iv) to reduce the cost of care by avoiding the unnecessary duplication of tests and procedures. the federal government and the commonwealth of pennsylvania have objectively manifested that the development, implementation, and operation of health information exchanges is a government burden. most notably, the legislative history of american recovery and reinvestment act of 2009 specifically recognizes that nonprofit organizations formed to facilitate the exchange of health-related information may qualify as organizations described in section 501(c)(3) as organizations that relieve the burdens of government. in frequently asked questions, the irs acknowledged that such legislative history serves as a basis for health information exchange organizations to obtain tax-exempt status under section 501(c)(3). because clinicalconnect's health information exchange activity is a burden of government, and because clinicalconnect's health information exchange activity does in fact relieve such burden, clinicalconnect is an organization that relieves the burdens of government under section 501(c)(3). in addition, by developing, implementing, operating a health information exchange, clinicalconnect will promote health in the community, and advance education, all within the meaning of section 501(c)(3).
