Upcspr was formed in 2010 to ensure that programs for youth and seniors, as well as our parks, remained open and available to the university place community. upcspr's vision is to promote increased public and private financial support and community interest in parks and recreational programs by supporting projects, activities, and programs that improve the quality, availability, and accessibility of recreational services and parks within university place. our mission is as follows: upcspr builds effective and sustainable partnerships for park development and community programs through community fundraising events, grant requests, and support for park planning and improvement, recreational activities, services and programs that enhance and enrich community recreational services and parks. upcspr provides support that encourages participation of youth and seniors who otherwise could not afford to participate, and funding beyond the reach of normal public funding support.
