The alliance of pennsylvania councils, inc., is a not-for-profit organization whose mission is to develop and implement statewide service delivery systems emphasizing regional planning, community-based access, and effective resource allocation with particular focus on health care for the uninsured and under-insured. the alliance of pennsylvania councils ("alliance") was incorporated in 2001 to capitalize on the competencies of four regional 501(c)(3) community-based corporations that, together, can build and support statewide health-related programs and manage long-standing community-based networks of health providers. the four regional corporations (each, a "regional partner") include the family health council of central pennsylvania, inc. (fhccp) serving central pennsylvania (pa), the family planning council, inc. (fpc) serving southeastern pa, and maternal and family health services, inc. (mfhs) serving northeastern pa. each regional partner is a grantee of the federal title x family planning program. through the alliance, public health dollars have been effectively managed and services delivered with consistent quality on a wide range of health-related programs for low-income and un-/under-insured individuals across and within each of the 67 counties in pa, while enabling regional uniqueness in the planning, access, and provision of those services. in addition to medical and nutritional care, regional partners have incorporated best practices for community education, outreach, training, data management and research.
