After each training participants are asked to respond using a variety of evaluation methods. Compilations of those evaluations indicate usefulness, improved skills and satisfaction. Parents have stated that they have a better understanding of their rights under IDEA enabling them to be a more active participant in their child's educational planning. To date, we have offered 12 trainings on High School Transition (including employment and college), 15 trainings on Transition to Kindergarten, and 6 trainings on Transition, Grade to grade.OrPTI provided trainings to 490 parents and professionals on specific The organization provided one-on-one assistance and trainings on home/school partnership development to teachers/administrators at University of Oregon, Lewis and Clark University, Portland State University, and Western Oregon University, and various teacher in-service days and colleges. OrPTI presented to the Oregon Department of Justice, Citizen's Review Board. The Organization trained 68 professionals in six different locations across Oregon on cultural competency and diversity as it relates to home to school partnerships.\n\nDIVERSITY PROGRAMTHE DIVERSITY PROGRAM focuses on equally serving ALL parents in the State of Oregon. The word \"Diversity\" is used to identify populations such as: the homeless, children in the juvenile justice system, ethnic groups, indigents, foster care children, teenage parents and of course the general population. Accomplishments: Provided specially tailored outreach, training and assistance to 568 cultural/ethnic/language minority ITCY family members and/or the professionals that serve then (includes inner-city Black, African-Americans, Hispanics, Indians, Asians (including Russians) and other migrants. Low income 296, self disclosed by free and reduced price lunches, low literacy 24 as self disclosed, rural/remote 855, as indicated by census designation.OrPTI provided training and individual assistance to: 6 Proctor Parents, 57 Foster Parents, 1,500 Fathers, 57 Grandparents, 17 Parents (that also have disabilities) 17 other Family Members. OrPTI in partnership with the Oregon Department of Education has published two EI/ECSE informational booklets for parents: Early Intervention and Early Childhood Special Education (1,500 printed) and Transition to Kindergarten: A Parent's Guide (1,500 printed). The staff also translated these documents to Spanish and Russian. Both of these documents have been reprinted during this fiscal year.\n\nCONFERENCESEDUCATE THE PUBLIC ABOUT DISABILITIES, THE UNIQUE EDUCATIONAL AND EMOTIONAL NEED OF CHILDREN WITH DISABILITIES AND THEIR FAMILIES AND THE RIGHTS OF INDIVIDUALS WITH DISABILITIES.ACCOMPLISHMENTS:Over 300 parents and students attended the Building Futures conference held in October 2009. This conference was for anyone who has an interest in supporting individuals with disabilities as they transition from school to life. This included Secondary Educators, Post Secondary Educators, Vocational Rehabilitation Counselors, Special Educators, therapists, counselors, service providers, job developers, and other rehabilitation specialists, and especially secondary students with disabilities and their families. Throughout the two-day event, there were presentations by regional and national experts on issues surrounding secondary transition and assistive technology. Over 200 parents attended the RISE Conference held April 2010. The goal of the conference was \"to bring together parents and professionals in an atmosphere of cooperation and exploration!\" The conference sought to model and facilitate effective relationships between families and service providers.\n\nOTHER PROGRAM SERVICES 4: SPECIAL EDUCATION HELPLINE AND INFORMATION AND REFERRALORPTI PROVIDED TECHNICAL ASSISTANCE SERVICES VIA A TOLL-FREE HOTLINE. THE ORPTI'S SPED HELPLINE IS A TOLL-FREE SERVICE THAT ANSWERS QUESTIONS RELATED TO SPECIAL EDUCATION TOPICS. THIS SERVICE WAS DEVELOPED FOR PARENTS OF CHILDREN WITH DISABILITIES, BUT IS AVAILABLE TO ANYONE WITH QUESTIONS ABOUT SPECIAL EDUCATION. HIGHLY TRAINED SPECIALISTS ARE AVAILABLE FIVE DAYS A WEEK TO ANSWER THE PHONE AND PROVIDE THE CALLER WITH THE MOST UP TO DATE INFORMATION AND RESOURCES. ORPTI USES TRAINING AND OTHER MATERIALS DEVELOPED BY THE NATIONAL TECHNICAL ASSISTANCE AND DISSEMINATION NETWORK, INCLUDING NICHCY, CADRE, AND THE OREGON DEPARMENT OF EDUCATION, TO THE MAXIMUM EXTENT POSSIBLE.ORPTI STRIVES TO PROVIDE RESOURCES, 100% OF THE TIME THAT ARE EVIDENCE BASED EFFECTIVE PRACTICES AND EMERGING KNOWLEDGE TO ALL PEOPLE WHO UTILIZE OUR SERVICES THROUGH BOTH OUR SPED HELPLINE, RESOURCES, WEBSITE AND TRAININGS. NETWORK WITH APPROPRIATE CLEARINGHOUSES, INCLUDING ORGANIZATION CONDUCTING NATIONAL DISSEMINATION ACTIVITIES UNDER IDEA, AND THE INSTITUTE OF EDUCATION SCIENCES AND WITH OTHER NATIONAL, STATE AND LOCAL ORGANIZATION AND AGENCIES THAT SERVE PARENTS AND FAMILIES OF CHILDREN WITH THE FULL RANGE OF DISABILITIES. OTHER PROGRAM SERVICES 5: PARTNERS PROGRAMTHE PARTNERS PROGRAM TRAINS AND MATCHES PARTNERS WITH PARENTS WANTING SUPPORT AT THEIR CHILD'S IEP, TRANSITION OR MEDIATION MEETING. THE GOAL IS TO HAVE A PARTNER IN EVERY COMMUNITY THROUGHOUT THE STATE OF OREGON. PARTNERS ARE PARENTS AND OTHERS WHO HAVE GONE THROUGH A TWO DAY INTENSIVE TRAINING PROGRAM. PARTNERS ARE VOLUNTEERS AND RECEIVE A STIPEND FOR EACH MEETING THAT THEY ATTEND AS ASSIGNED BY ORPTI. THE PARTNERS ROLE IS TO HELP PARENTS PREPARE FOR THEIR MEETING, PLAN AN AGENDA, IDENTIFY THE ISSUES, WRITE OUT PROPOSALS, ETC. AT THE MEETING, THEY WILL TAKE NOTES AND ACT AS A TRAINED LISTENER WHO IS FAMILIAR WITH SPECIAL EDUCATION RULES AND REGULATIONS. PARTNERS MODEL PARENT/PROFESSIONAL PARTNERSHIPS AND COLLABORATION.ACCOMPLISHMENTS:Trained 60 new volunteers to be IEP Partners. The Organization matched 210 parents with (volunteer) IEP Partners, six parents with Transition Partners, and two parents with Mediation Partners. OrPTI provided an intensive 1-day training on the dispute resolution process to ten existing IEP Partners. This training, called \"Mediation Partners\", was offered during the year in addition to the \"IEP Partners\" training. OTHER PROGRAM SERVICES 6: OREGON FAMILIES INFORMATION REFERRAL SERVICES AND TRAINING (ORFIRST) OTHER PROGRAM SERVICES 7: HELPLINE PROGRAMThe Special Education (SPED) Helpline is a toll-free service that answers questions related to special education topics. This service was developed for parents of children with disabilities, but is available to anyone with questions about special education. Highly trained specialists were available five days a week to answer the phone and provide the caller with the most up to date information and resources. This service was available at no cost, Monday - Friday 9 AM - 3 PM. Accomplishments: OrPTI staff answered over 5,000 Helpline calls.
