equipment used in navy submarines, c). identification of suppliers for the navy and dod that are best capable of meeting the sib program requirements, d). leading the development of a nationwide workforce, which is capable of manufacturing national defense technologies and submarines in order to carry-out the program goals of the sib, and e). conducting scientific research in order to accomplish the foregoing activities, including developing integrated technology and supplier development investment plans, as wells as facilitating the development of new national defense technologies
