PRIOR TO EXPENDING FUNDS, POTENTIAL OBLIGATIONS ARE REVIEWED FOR ALLOWABILITY AND ALLOCABILITY UNDER THE FEDERAL AWARD. IF OBLIGATIONS ARE ALLOWABLE AND ALLOCABLE, A DRAWDOWN REQUESTS IS PREPARED BY THE ADMINSTRATIVE SERVICES DIRECTOR FOR ACCOUNT PAYABLES AND PAYROLL NEEDS IN ACCORDANCE WITH THE APPROVED BUDGET SUBMITTED TO AND APPROVED BY THE DEPARTMENT OF HEALTH AND HUMAN SERVICES. THE EXECUTIVE DIRECTOR REVIEWS ALL PAYABLES TO BE PROCESSED AND APPROVES SUCH REQUESTS. THE DRAWDOWN REQUEST IS THEN PROVIDED TO THE HEAD START FINANCE COORDINATOR WHO SUBMITS THE DRAWDOWN REQUEST AND TRANSFERS FUNDS TO THE FOUNDATION.
