services - family services programs connected families to high quality early education and child care, health care, and other vital services and assisted parents get the information and resources they needed to support their children's development. Ccrc contracted with the massachusetts department of early education and care to manage the state's voucher program for child care subsidies to low-income families. The contract with eec eneded on december 31, 2012 and the board of directors elected not to submit a bid for future services. Ccrc also contracted with employers to develop eldercare, adoption, and college referral services to assist employees at all economic levels.\n\nCollaborations - ccrc served as a home to and supported intiatives that were compatible with its mission. The cambridge community partnerships for children, a component of the cambridge coordinated family and community engagement grant program, provided families with access to comphrehensive services and support that strengthened families and promoted opitimal child development.the chna 17 and chna 18 programs promoted healthier people and healthier communities by providing a forum to identify, prioritize, collaberate, design and track local and regional health promotion stratergies and to tell the stories of lessons learned. Ccrc also worked in collaberations with other advocacy groups to educate national, state and local policymakers about the importance of affordable, quality early education and care. Management expects the collaboration programs not to be funded during fiscal 2014 and intends to fulfill its responsibility for service delivery until existing funding is exhausted.\n\nCommunity initiatives - community initiatives went beyond the agency's core programming by working with community-based organizations and corporate sponsors to develop and deliver targeted programs for families and early education and care providers that focused on literacy and skills development. Ccrc provided services to the community through its health access project, pathways to family success/parents rock program (reading on computers with kids), community playgroups and other literacy promotion activities.effective june 30, 2013, ccrc will no longer provide programming for community initiatives.\n\nDuring the fall of 2012, ccrc's management and board of directors chose not to submit a bid in response to the request for response issued by the commonwealth of massachusetts department of early education and care for a voucher child care management contract. As the commonwealth's voucher contract had been a significant source of funding and served as a platfoem for all other center programs it was decided to fulfill existing contract and grant obligations until they expired or are renegotiated for early termination and close the agency.the center is in the process of winding up its affairs and it is anticipated that the center's corporate dissolution will be completed by june 30, 2014.","year":2012,"name":"CHILD CARE RESOURCE CENTER INC","phone":"6175471063","website":"WWW.CCRCINC.ORG","type":"990","principal_officer":"LAURA WERNICK HMFH","year_formation":1971,"state_legal_domicile":"MA","total_volunteers":35,"tax_period_begin":"2012-07-01T00:00:00","tax_period_end":"2013-06-30T00:00:00","address":"130 BISHOP ALLEN DRIVE, CAMBRIDGE, MA, 02139, USA","city":"CAMBRIDGE","state":"MA","country":"USA","zip_code":"02139"},"Governance":{"501c3 determination":true,"Number of voting members":11,"Number of independent voting members":10,"Number of employees total":19,"Total Gross UBI":0,"Net unrelated business taxable income":0,"Number of employees":19,"Prohibited tax shelter transactions":false,"Taxable party notification":false,"Funds to pay premiums":false,"Premiums Paid":false,"Family or business relationship":false,"Delegation of management duties":false,"Conflict of interest policy":true,"Whistle blower policy":true,"Compensation process for CEO":true,"Compensation process for other employees":true,"Changes to organizing documents":false,"Material diversion or misuse":false,"Members or stockholders":false,"Election of board members":false,"Decisions subject to approval":false,"Minutes of governing body":true,"Local chapters":false,"Form 990 provided to governing body":true,"Document retention policy":true,"Investment in joint venture":false,"Independent audit financial statements":true,"Consolidated audit financial statements":false,"Accountant compile or review":false,"Financial statements audited by independent accountant":true,"Audit committee":true,"Federal grant audit required":true,"Federal grant audit performed":true,"Audited financial statements separate":true,"Political activities":false,"Donor advised funds":false,"Conservation easements":false,"Collections of art":false,"School":false,"Hospital":false,"Foreign activities":false,"Foreign office":false,"Gaming":false,"Fundraising activities":false,"Professional fundraising":false,"Loan to officer or DQP":false,"Grant to related person":false,"Business relationship through family member":false,"Business relationship with organization":false,"Transfers to exempt non-charitable organization":false},"Revenues":{"value":8503206,"Contributions":{"value":805033,"Other contributions":304054,"Campaigns":41644,"Grant revenue":459335},"Program revenue":{"value":7691856,"Total revenue":{"value":7691856,"VARIOUS":7691856},"Unrelated business revenue":0},"Investment income":{"value":493,"Investment income total":493},"Other revenues":{"value":5824,"Other total":5824}},"Expenses":{"value":8981472,"Grant expense":{"value":0},"Total professional fundraising expense":{"value":0},"Benefits paid to members":{"value":0},"Salaries":{"value":471430,"Current officers":57260,"Other salaries and wages":342400,"Other employee benefits":33594,"Payroll taxes":38176},"Other expenses":{"value":8510042,"Accounting":22500,"Other services":56460,"Office expenses":26940,"Occupancy":44641,"Travel":4284,"Depreciation and depletion":10015,"Insurance":7483,"Itemized Expenses":{"value":8337719,"VARIOUS":8337719}}},"Assets":{"value":237961,"Savings and temp cash investments":166640,"Accounts receivable":30949,"Other assets":40372},"Liabilities":{"value":163676,"Accounts payable, accrued":30799,"Deferred, revenue":92505,"Other liabilities":40372},"Fund balance":{"value":74285},"Form990Details":{"program_service_accomplishments":[{"description":"FAMILY SERVICES - FAMILY SERVICES PROGRAMS CONNECTED FAMILIES TO HIGH QUALITY EARLY EDUCATION AND CHILD CARE, HEALTH CARE, AND OTHER VITAL SERVICES AND ASSISTED PARENTS GET THE INFORMATION AND RESOURCES THEY NEEDED TO SUPPORT THEIR CHILDREN'S DEVELOPMENT.
