The objective of the mndot program is to assist the department in meeting its federally mandated dbe participation goals for federal-aid projects. The bids received subsequent to intiating the probid program, the sacdc trained 114 of the 152 bids submited from dbe's. The number of dbe bids received by the department was increased by approximately 50%. The contract with the city of st paul funded by a section iii grant, provided probid training and followup technical assistance. The program provided training to 34 individuals, 12 of which proceeded to form start up contractor businesses and received probid assistance.\n\nPhysical development - the sacdc continued with implementing a st paul initiatve five neighborhood housing and rehabilitation program by soliicting individual home owners in the sacdc service area to participate in the program. Planning and feasiblity work was completed in an invest in st. Paul project (isp) which led to approval by the sacdc board to initiate in 2011 phase i . Phase i is the first in a series of steps to form a housing cooperative. The design of the cooperative provides an alternative path for qualified households to pursue home ownership.\n\nCommunity building - in september 2010 the sacdc successfully assisted in the sponsoring of the annual selby avenue jazzfest. The annual event attracted over 12,500 participants and 35 vendors. The event has an established regional following and sponsorhip.
