Lrv continues to build on its reputation with reporters and editors throughout the midwest as a reliable source of fact-based information and opinion on rural policy matters. In 2010, our staff-generated dozens of editorials and feature stories on issues including health care reform, us census, the economic stimulus and social security. These stories and op-eds averaged three placements per week and reached a combined circulation of nearly 1.8 million households in seven states, not including websites like USA today and the dallas morning news. Recognizing the need for others to join in and expand this effort, the league also began offering a journalism short course for groups and allied individuals - whether rural-based or not. Titled we the media, the half-day workshop outlines the structure of a persuasive argument and focuses on the basics of writing for a broad audience.\n\nVote by mail the 2010 election presented more opportunity for research activity on mobilizing voters through the vote by mail than any previous election. The availability of mail voting in more states and the popularity of the convenience vbm offers voters continues to attract attention from civic engagement organizations. Research by the league of rural voters' vote by mail project in partnership with the voter participation center/women's voices women vote, the league of conservation voters education fund, and others has created 'best practices' for mobilizing voters through vbm recruitment. Our research continues with several important questions about mobilization through vote by mail including how different state rules and procedures for vbm influence the effectiveness of vbm recruitment.\n\nUs census minnesota was among a handful of states reportedly at risk for losing a congressional seat as a result of population shifts. Lrv worked with dozens of community groups in the region to help ensure that immigrants, communities of color and people with low incomes throughout minnesota were counted as part of the 2010 census. Lrv produced and easy-to-use four-language (spanish, hmong, somali and english) community census guide as an outreach tool that addressed concerns and explained how a complete count would benefit their communities. More than 35,000 guides were distributed across minnesota through community organizations, public schools, churches and neighborhood businesses. Communities where organizers were recruited and guides were distributed included: fargo-moorhead, northfield, cannon falls, dodge center, red wing, willmar, st. Cloud, worthington, winona, marshall, crookston, albert lea, owatonna, madelia, rochester, minneapolis and st. Paul. The guide was part of a broader outreach effort that combined dozens of trainings, community events, and door-to-door canvasses with significant local media coverage. In the end, minnesota had the second highest census mail in response rate in the nation. Achieving higher than expected results from latino and other communities of color likely helped minnesota keep all eight congressional seats.\n\nSocial security lrv began its work on social security in 2005 organizing an ad hoc coalition of farm groups called rural americans for a secure future that helped generate hundreds of letters and calls to members of congress expressing concern about privatization proposals. In 2010 lrv joined the strengthen social security campaign and used its e-advocacy tools to generate hundreds of letters to members of congress opposing efforts to reduce benefits and rise the retirement age. We developed state-specific social security fact sheets to reflect current census and economic data and organized a grassroots media campaign to bring attention to the impact that various reform proposals will have on individual rural communities. National rural assembly the league of rural voters serves on the thirteen member steering committee of the national rural assembly, a growing network of more than 500 organizations and community leaders across the united states that began in 2007 as a collaboration of the annie e. Casey, ford and w.k. Kellogg foundations' rural policy initiatives. Its purpose is to build a stronger, more resilient rural america by, 1) advancing a common, community-focused rural policy agenda that reflects our growing diversity; 2) empowering rural leaders and their allies to educate policy makers about this agenda; and 3) raising the national visibility of rural policy issues. The rural assembly's work is concentrated in four broad areas of concern: education, health, investment in rural communities and stewardship of natural resources. Within these areas we focus on specific topics including broadband access, rural youth retention, health care, housing, transportation, community development and immigration.
